New Rise in Cigarette Prices in 2014


EU wants 8.1% rise in cigarette prices by 2014. 
Maltese smokers will have to fork out more money to keep puffing in the next few years as the European Commission laid out new plans aimed at narrowing the difference in price levels of tobacco products in the 27 member states while cutting tobacco consumption.
According to computations made by the EU, the price of a packet of standard cigarettes in Malta will have to increase by 8.1% by 2014 in order to conform to the new rules on minimum taxation of tobacco products. At the same time, Brussels said that the increase in price in Malta should contribute to a reduction of 3.5 per cent in demand. The new proposed directive will need the green light of all the 27 EU member states in order to enter into force.
Smokers in the new EU member states are likely to be the most affected as taxes on cigarettes in these countries are still considered to be very low when compared to the EU average. Malta is however an exception as retail prices are already close to the average price in the EU. Currently, 60.82% of the price of a packet of cigarettes goes to the Exchequer in excise duty and VAT. Still, the EU say this is not enough.

According to the EU, its proposal, part of a four-year review of tobacco duties, would reduce smuggling.
The Commission's primary tool would be to increase the minimum tax that member states impose on cigarettes.
At present, this minimum has two elements: the tax levied as a percentage of a packet's price, which must translate into a minimum price per 1,000 cigarettes. As a percentage, tax would have to rise from 57 per cent to 63 per cent by 2014 or from €64 per 1,000 cigarettes in the most popular price category to €90 for all categories.
Duties on loose-leaf tobacco would also be hiked to bring them more closely into line with those imposed on cigarettes.
A second element in the EU's plan is to tighten definitions of tobacco products because, during the past years, manufacturers have been able to re-classify products in order to quality for lower taxes.
Although through this new directive Maltese smokers would be badly hit, the impact on fellow smokers in some of the other new member states would be dramatic. According to EU calculations, while in countries like Denmark or Finland the price increase will be of about six per cent, in countries like Poland it will rise by 46 per cent.
Statistics show that in the five-year period between 2002 and 2006, excise duties in the EU rose by 33 per cent on average and cigarette consumption dropped 10 per cent.

The same happened in 2010 in the U.S. when the Food and Drug Administration (FDA) banned flavor descriptors such as "mild," "light" and "ultra light" even though the color designations were already changed like in Europe.

Quitting Smoking: Is it Hard?

Most people find it hard to quit smoking. Quitting can be hard, but it’s not impossible. Counseling, medications, and other supports can help you quit. 
If you’ve tried quitting smoking before but couldn’t do it, try again. Each time you try, it will get easier. You will be one step closer to quitting for good. Now is the best time to quit. It’s never too late.

How should you quit smoking?
1. Pick a quit day
Choose a date within the next two weeks to quit. Don't wait for the "perfect" day – just pick a date and work with it. Put it in your calendar.
If you'd like:
  • List your reasons for quitting - health, family, money.
  • Write down some new hobbies you can do instead of smoking – exercise, knitting, making model airplanes- something to keep your hands and mind busy. 
  • Speak with friends, family, and colleagues and ask for support. Tell them about your plan to quit, so it feels more real to you.
  • Start making the changes to push smoking out of your everyday life - stop smoking in the house and in the car. Make your house and car smoke-free, so no one is allowed to smoke inside.
  • Learn about nicotine withdrawal symptoms and how to cope with them.

2. Choose two or more proven quit-smoking methods

Many people who have quit smoking for good say they quit “cold turkey”. If you think going cold turkey could work for you, try it.

3. On your quit date, butt out completely.
  1. Don’t smoke, not even a little.
  2. Toss out your cigarettes, other tobacco, and ashtrays.
  3. Avoid people and situations where you will be tempted to smoke. If you usually smoke in a certain chair, don’t sit in that chair. If you usually smoke at a nightclub, avoid that nightclub for a while. Change your usual routine, so your new routine doesn’t include smoking.
  4. Go for a walk instead of a smoke.
  5. Be positive. Believe in yourself and your plan.
  6. Remember that nicotine withdrawal symptoms only last a short time. Follow these tips to cope with withdrawal symptoms.
  7. Get help from support groups, counselors and your local quitline

Between the World Wars the smoking of Gauloises in France was considered patriotic and an affiliation with French "heartland" values. The brand was associated with the cigarette-smoking poilu (a slang term for the French infantryman in the trenches) and the resistance fighters during the Vichy Regime. Their slogan was "Liberté toujours" (Freedom forever).
The brand was also linked to high-status and inspirational figures representing the worlds of art (e.g. Pablo Picasso) and the intellectual elite (e.g. Jean-Paul Sartre, Albert Camus and Jean Baudrillard) and in popular music, for example American singer Jim Morrison.
American artist Robert Motherwell used Gauloises packets and cartons in many collages, including an extensive series with the packets surrounded by bright red acrylic paint, often with incised lines in the painted areas. Motherwell himself did not smoke the brand, but got the packets and cartons from a neighbor who did. 
Smoking Gauloises was also promoted as a contribution to the national good: a portion of the profits from their sale was paid to the Régie Française des Tabacs, a semi-governmental corporation charged with controlling the use of tobacco, especially by minors, and directing its profits towards socially beneficial causes. The designers of the traditional Gauloises packet reinforced national identity by selecting a peculiarly French shade of blue (like the blues later used in the work of French artist Yves Klein).

Cigarettes Plain packaging makes cigarettes taste worse in Australia




To fight the growing menace of tobacco, the government of Australia was working on the policy of plain packaging. The government is of the opinion that as cigarettes and tobacco are considered a part of glamorous lifestyle, therefore plain packaging will discourage people to buy them.

It is for the first time when a government of a country has taken such a stern step in controlling the sale of tobacco in its country. It has come to light that the colorful packets of cigarettes will be replaced by dull, dark olive packs carrying health warnings. Moreover, the package won’t be carrying any logo but will be carrying brands name in miniature letters.
On August 15 the Australian High Court decreed that the federal government is granted a right to demand that cigarettes are sold in plain packaging beginning with December, according to a local media.

In fact plain packaging is packaging created under the authority of the government to be as unappealing as possible. The larger half of plain packaging consists of graphic health warnings and a standardized olive color at a little background. There are no logos, but name of brand is presented only in a small, standardized font.
Australia's new plain packaging for cigarettes – which becomes mandatory from Saturday - have been branded "disgusting" by smokers who say they make the cigarettes taste worse. 

The new packets, which are blank aside from gruesome health warnings, have been filling shelves for the past two months as part of the toughest anti-tobacco measures in the world.
Despite legal battles and claims of "dirty tricks" by tobacco companies, all cigarettes in Australia must now be sold in drab olive packets featuring macabre images of sick babies, dying cancer sufferers and diseased feet, eyeballs and lungs. Smokers' advice groups have reported being inundated with calls from angry smokers who say their cigarettes now taste "pathetic" and "sickening".
Joe Xia, who owns a busy convenience store just outside Sydney's Chinatown, said the packets are "disgusting" and have been annoying customers who dislike the new warnings.
"People still smoke – now they also complain," he told the Daily Telegraph.
"Nothing will stop them from smoking. But it is hard at night-time. People come from the pub and they see these packets and they get irritated."
